Rebuilding conversion tracking around the true finish line of a multi-step intake form scaled this telehealth certification service from $1K to $10K in monthly ad spend.
The challenge
This client provides ESA (Emotional Support Animal) and PSD (Psychiatric Service Dog) letters issued by licensed therapists, a telehealth certification business with a genuinely unusual conversion model. When the account was inherited, it was small and stalled: roughly $1,000/month in spend generating only 3–4 leads, and even those weren’t being tracked reliably.
The site has no straightforward “add to cart” purchase: a customer fills out a multi-step contact/intake form, and payment happens partway through that flow, on a separate URL, before the certificate is delivered by email. The account owner naturally wanted to optimize toward conversion value and ROAS, the standard e-commerce metrics, but the business simply didn’t fit that mold. The tracking goal and the actual business goal were pointing in different directions, exactly why the account couldn’t scale.

The strategy
The first move wasn’t a bidding tweak. It was rethinking what a “conversion” actually meant for this business. Since there was no clean product-purchase event to track, the conversion was redefined around the real finish line of the customer journey.
Working directly with the client’s developer, the genuine completion signal (the point where the customer has filled in all their information and completed payment on the final thank-you page) was implemented as the conversion trigger. That single change gave the account accurate, trustworthy conversion tracking for the first time.
With accurate tracking in place, the very next month produced more real conversions on a similar budget. As results proved out, spend grew deliberately: from $1,000 up to $5,000/month, then, during peak demand periods, up to $10,000/month, while cost per conversion held around $30.

This category sees demand spikes around occasions like Christmas and New Year. Aggressive pushes into those windows, layering in Facebook Ads alongside Google during the higher-spend peak periods, captured the extra demand, then spend scaled back down once the seasonal peak passed.
